Do project blogs have to be assigned to a certain workgroup to be visible in that workgroup? For example, I have a web design project blog assigned to one of my team members and I also have the project blog shared with the web design workgroup. However, we can only see the project blog when we filter by the team member’s name, not the workgroup.

The “Assigned-to” field value is only information used for viewing and filtering—it does not relate to security i.e. who can access it.  So your answer is: it does not matter what the assigned-to value is.

Workgroups (AKA ownership, the value in the top right corner of the screen) determine who can see the item.

The filter has options for both.  You can choose the “Show all project blogs…“ to see everything.
