If I have Microsoft office on my machine, can I open an uploaded word doc under the project tab by clicking on it . or do I have to download the document first and then open it?

Currently you have to download it, by clicking and saving it. Maybe one day opening the file directly will be added.

Alternatively you can use Google Docs for simpler word/excel type of files.
